The 2016-2017 Edition of the FERC Manual retains the essential structure and
content of earlier editions, updated to take into account developments in a variety
of areas and expanded to include subjects that previously were not included.
The new subjects reflect recent Federal Energy Regulatory Commission ("FERC") orders and rules and related court decisions that reflect changes occasioned by substantially increased supply and declining prices of natural gas, as well as challenges to its potential as a fuel of choice due to new environmental and safety initiatives. As natural gas has become an increasingly prominent fuel for electric generation, FERC has concluded its multi-year investigation into coordination of the gas and electric industries and made significant but not radical policy choices. During this past year FERC's policies and decisions reflected incremental developments rather than substantial new initiatives, including:
Additionally, new graphics have been added to illustrate the relationship of the various segments of the industry as well as an entirely new chapter on the appellate process.

- implementing its gas-electric harmonization rules by approving information sharing tariff provisions and establishing "default" recall specifications for transactions that span new timely nomination cycles;
- implementing policies to require posting by pipelines of offers to purchase released capacity; and
- withstanding a motion to dismiss, enforcement efforts that sought to apply penalties to individuals.
Additionally, new graphics have been added to illustrate the relationship of the various segments of the industry as well as an entirely new chapter on the appellate process.
